The Great Huai, officially the Heavenly Kingdom of Great Huai (Huai: Modern Standard Huai: <RTHOO HWAY MUS KHLAL> Chruaa Hwai Muet Khlae [ʈ͡ʂʰuɑ ɦʷʌi mʉt̚ kʰlæ]) is an interstellar polity in the Settled Systems. It was founded in 982 AAI as the Kingdom of Huai on Hlendu by a group of Old Huai-speaking individuals. This polity embarked on a several centuries long effort to unite their homeworld, ultimately beginning their spaceward expansion near the end of the 1550s. The polity renamed itself to its current name in 1562 AAI to signify its new status as a spacefaring civilization.
The Great Huai's state religion is the Taad movement in the Sect of Maadmug, an extreme interpretation of the Tkhal, a series of scriptures written by Maadmug ('stellar saviour'), a semi-mythical figure that founded the sect. The Temple of Taad, existing together to the civilian Heavenly Government of Great Huai as a de facto religious counterpart, controls all aspects of life under its rule.

Government
The government of Great Huai is divided into the civilian Heavenly Government of Great Huai and the theocratic Temple of Taad. In practice, these two are a single body: nearly all med-level to senior officials officially hold dual appointments in both the civilian and religious hierarchies. This arrangement is unofficially called Sacred Doubling. In Taad doctrine, the civilian government serves as the 'hand of Maadmug' and the Temple serves as the 'heart of Maadmug'.
Dual Offices
Ministers, governors, and even local magistrates are always appointed to a matching rank in the Temple hierarchy. For example, the Minister of Agriculture is also the High Priest of the Bountiful Basket. All major policy decisions, law enforcement, economic planning, and even military strategy are jointly issued as decrees bearing the seals of both the Heavenly Government and the Temple, but almost always signed by the same person. There is no functional separation between “church” and “state”; the distinction is ceremonial and used for protocol, diplomacy, or to give the illusion of administrative balance.
In daily governance, the Temple’s religious law always takes precedence; the civilian apparatus serves as the enforcement and implementation arm of religious doctrine.
Religion
The Sect of Maadmug, specifically the Taad movement, is the state religion of the Great Huai. Unlike mainstream Sect of Maadmug beliefs where it is simply believed that our universe is part of an endless cycle of rebirths and destruction, the Taad movement seeks active measures to hasten the destruction of the the current universe, seen as degenerate and corrupt, to bring about a new virgin universe. The Temple of Taad, ever since the First Coalition-Huai War (2562-2571), continues to consider the phiemtsi on Charé a Coalition puppet. The Temple of Taad has since maintained its own lineage of phiemtsi separate from those on Charé.
In addition to taxes (16% annually) collected by the civilian government, the Temple of Taad collects a tithe of an additional 10% from its citizens.
Freedom of religion differs from region to region, depending on the faction. Some worlds, such as the capital Hlendu, outright forbids worship of other faiths entirely and taxes those who do not follow the extremist teachings of the Taad movement. Other peripheral worlds, such as Kwrapols, only forbids worship and preaching of other faiths in public, and charges annual taxes on non-believers of Maadmug.
Diplomacy
The Great Huai is considerably politically isolated in interstellar politics, as CASS does not recognize the government of the Great Huai due to its classification of the Taad movement as a cult.
The Great Huai actively supports various organizations designated as terrorist organizations across the Settled Systems, exporting Taad ideology to these groups. Taad ideology is also rising among practioners of the Sect of Maadmud even in non-Huai space within the last few decades.
